About me
Veronika Ludwig
My path began in the legal profession. I started my career with a solid education as a lawyer at the University of Bremen, later completed my Master's degree in International Business Law at the University of Zurich and gradually specialized in IT outsourcing and data protection. My tasks included global data protection projects, the development of structured compliance processes and their practical implementation in an international corporate environment. Over time, I became particularly interested in one question: how can data not only be protected, but also used sensibly?

This thought led me to data governance: an area in which legal, strategic and technological aspects come together. My CAS Data Governance at the Lucerne School of Information Technology (HSLU) sharpened my view of data management and made it clear to me that data protection and data value creation are not a contradiction in terms, but must be considered together.
For me, data is far more than just a collection of information: it is an inexhaustible source of progress, innovation and efficiency. I am fascinated by how sensibly used data can create transparency, improve decisions and ultimately make people's lives easier. I see enormous potential in the healthcare sector in particular: data can optimize care, reduce costs and drive research forward if it is used in a structured, accessible and intelligent way. This is exactly where I come in.
I am particularly interested in data management in the healthcare sector.
I accompany digital transformation processes in organizations, develop strategies for data management and support organizations in organizing their data and generating real added value from it: structured, legally compliant and always with a view to practical implementation.
As an active co-designer, I contribute my expertise to the Swiss Data Alliance, among others, and work on public projects aimed at making health data secure and effective to use.
What drives me?
My enthusiasm for data and its possibilities. I am passionate about the question of how we can use data to promote innovation, make business models smarter and sustainably improve healthcare. My goal is not only to support service providers in meeting legal requirements, but also to help them turn their data into a forward-looking resource.

At the 7th GDPR training seminar at the University of Liechtenstein, I had the pleasure of co-hosting a workshop on the data protection-compliant use of AI with Prof. Dr. Marie-Louise Gächter.

Swiss Internet Governance Forum (IGF), October 9, 2025, Bern
Key issues relating to digital regulatory policy in Switzerland were discussed at the Swiss Internet Governance Forum 2025. My contribution classified the ongoing work of the expert group on the secondary use of data and the considerations regarding a possible framework law for the secondary use of data.

Several topic-specific workshops took place during the forum. One of these dealt with health and pharmaceutical data and was co-moderated by myself and Mathis Brauchbar (Advocacy AG).

Symposium on structured data use in the healthcare sector on 23.5.2025 in Rotkreuz
It was a particular pleasure for me to design this symposium, bring the relevant stakeholders together in a targeted manner and moderate the professional exchange. The focus was on effective incentive models for the cross-sector, quality-oriented use of healthcare data.
