The SPHN ELSIag hearing on January 27, 2026, addressed the question of why the use of health data in the Swiss healthcare system is progressing so slowly, even though there is broad consensus on its benefits.

My contribution highlights the interests of the most important stakeholders and shows why progress will only be possible once responsibility, incentives, and roles within the system are more clearly addressed and rebalanced.
